The Green Learning Center (GLC) and Bubpha Mekong Guesthouse (BMG) represent a transformative social enterprise model rooted in the lifelong expertise of its lead founder, Pamouane Phetthany. After more than 30 years working with premier international organizations in Vientiane—including seven years as Head of Administration and HR for GIZ Laos and a decade as the Director of the Lao Microfinance Association—the founder returned to her hometown in late 2024. This return was driven by a mission to apply over 20 years of organizational leadership and a decade of consultancy experience in MSME development and inclusive finance to the very community that raised her. As a certified Level 3 Client Protection Auditor and a Social and Environmental Performance Management (SEPM) Assessor with CERISE+SPTF, she ensures that all of the center’s activities meet the highest global standards for social responsibility and financial ethics.


The enterprise was established to confront several critical challenges that have long stifled rural growth. Locally, physical “infrastructure traps” such as seasonal mud and broken bridges create economic isolation, making it nearly impossible for farmers to reach high-value markets. This lack of opportunity has led to a “missing generation” migration crisis, where the youth feel forced to move abroad for work, leaving only children and the elderly behind. Furthermore, a significant skills gap exists; while the community is rich in resources, producers often lack the modern food safety, solar-drying, and digital marketing skills required to turn raw crops into export-quality “heritage goods.”


To address these barriers, GLC focuses its impact specifically on women and youth, empowering them as the primary decision-makers and economic drivers of the region. By establishing BMG as a “live learning laboratory,” the center provides professional agri-hub training and digital career paths in logistics and food technology. The initiative also provides essential startup capital through a Market Community Fund, enabling youth-led micro-enterprises to thrive locally. These solutions are bolstered by a “Blue Road” river connection and a “Virtual Bridge” e-commerce hub, which allow the community to bypass physical road barriers and connect directly with national and international buyers.


The impact of this work is designed to ripple far beyond a single village. While the project began with a core group of producers, it is built to be a scalable model that will expand into neighboring districts and provinces throughout southern Laos. By revitalizing the local economy and institutionalizing high standards for food safety and financial inclusion, GLC and BMG are creating a sustainable future where the Lao rural way of life is not just preserved, but thrives as a regional leader in community-led development.

He previously served as CEO of a microfinance institution and is a certified trainer with the Laos Microfinance Association. An alumnus of the Young Southeast Asian Leaders Initiative (YSEALI), he brings both local insights and global perspectives gained through international study and experience. Passionate about agribusiness and youth empowerment, he holds an MBA from Taiwan and a Master of Entrepreneurship and Innovation from Australia.

Bounma has over 15 years of experience in rural finance and development in Laos. He worked with the Lao Microfinance Association (5 years) on training and technical support for Village Banks and Funds, and with the Poverty Reduction Fund (10 years) on agriculture value chains, nutrition, gender, and livelihoods. His focus is strengthening communities through financial literacy, farming, and income generation.
