The Green Learning Center (GLC) and Bubpha Mekong Guesthouse (BMG) represent a transformative social enterprise model rooted in the lifelong expertise of its lead founder, Pamouane Phetthany. After more than 30 years working with premier international organizations in Vientiane—including seven years as Head of Administration and HR for GIZ Laos and a decade as the Director of the Lao Microfinance Association—the founder returned to her hometown in late 2024. This return was driven by a mission to apply over 20 years of organizational leadership and a decade of consultancy experience in MSME development and inclusive finance to the very community that raised her. As a certified Level 3 Client Protection Auditor and a Social and Environmental Performance Management (SEPM) Assessor with CERISE+SPTF, she ensures that all of the center’s activities meet the highest global standards for social responsibility and financial ethics.


The enterprise was established to confront several critical challenges that have long stifled rural growth. Locally, physical “infrastructure traps” such as seasonal mud and broken bridges create economic isolation, making it nearly impossible for farmers to reach high-value markets. This lack of opportunity has led to a “missing generation” migration crisis, where the youth feel forced to move abroad for work, leaving only children and the elderly behind. Furthermore, a significant skills gap exists; while the community is rich in resources, producers often lack the modern food safety, solar-drying, and digital marketing skills required to turn raw crops into export-quality “heritage goods.”


To address these barriers, GLC focuses its impact specifically on women and youth, empowering them as the primary decision-makers and economic drivers of the region. By establishing BMG as a “live learning laboratory,” the center provides professional agri-hub training and digital career paths in logistics and food technology. The initiative also provides essential startup capital through a Market Community Fund, enabling youth-led micro-enterprises to thrive locally. These solutions are bolstered by a “Blue Road” river connection and a “Virtual Bridge” e-commerce hub, which allow the community to bypass physical road barriers and connect directly with national and international buyers.


The impact of this work is designed to ripple far beyond a single village. While the project began with a core group of producers, it is built to be a scalable model that will expand into neighboring districts and provinces throughout southern Laos. By revitalizing the local economy and institutionalizing high standards for food safety and financial inclusion, GLC and BMG are creating a sustainable future where the Lao rural way of life is not just preserved, but thrives as a regional leader in community-led development.

She currently manages project operations for Lasting Laos (supported by Plan International Laos) alongside leading the Bubpha Green Hub. Her work spans organizing community trainings in handicrafts, food processing, and small business development, while coordinating community-based tourism and cultural activities. Passionate about agribusiness, education, and rural development, she provides free English and art sessions for local children, mentors marginalized youth in vocational and digital skills, and manages core organizational operations for maximum social impact

Mrs. Bounthong (Noudaeng) is a local resident of Thateng village, with a strong background in finance and administration. She earned her higher diploma from the Finance Technical School in Pakse and brings five years of valuable experience from her previous work with CSC Pakse. Joined the Green Learning Center (GLC) team in July 2026, Noudaeng manages administrative operations and financial records, supporting our daily mission and community initiatives.

With over 15 years of expertise in financial regulation and MFI supervision at the Bank of the Lao PDR, where she served as Chief of the Legal Division, Bouathong brings deep institutional knowledge to her role as an External Advisor for GLC. She holds a Master of Public Policy from The University of Tokyo, with specialized training from the ADB Institute. In addition to her regulatory background, she serves as a Consultant & Facilitator for GLC, facilitating Community-Based Tourism (CBT) activities, coordinating product development with local producer groups, and liaising with district authorities to establish community entities like the Community Market Fund. She actively supports capacity building in accounting/MIS, leadership, and financial administration for local Savings and Credit Unions (SCUs) and management committees, combining strong policy expertise with hands-on community empowerment

With over 15 years of experience in rural finance and sustainable development across Laos, Bounma brings deep technical expertise in community empowerment. His background includes 5 years with the Lao Microfinance Association delivery training for Village Banks and 10 years with the Poverty Reduction Fund driving initiatives in agricultural value chains, nutrition, gender equity, and rural livelihoods. As a Freelance Consultant and Facilitator for GLC, Bounma delivers hands-on Training-of-Trainers in business planning, financial management, and basic accounting for producer groups and the Community Market Fund. He guides small enterprise groups in tracking income and expenses while delivering practical agricultural training on livestock, vegetable production, and agro-processing (such as dried fruit, bananas, and sweet potatoes). Additionally, he supports GLC with budget planning, cost-effectiveness reviews, and donor compliance reporting.

With over 10 years of experience in rural finance, accounting, and MIS/IT systems across Lao PDR, Souphansa brings a strong blend of financial expertise and digital innovation to GLC. He has extensive hands-on experience managing websites and MIS systems, providing technical assistance to Village Credit Schemes and Savings and Credit Unions (SCUs), and conducting training in Business Planning and Financial Management for MSMEs.
Serving as a Technical Advisor for GLC since September 2025, Souphansa provides advisory support on financial literacy initiatives and rural finance system design. He leverages his skills in IT, data systems, and digital communication to strengthen program design, manage website content, and drive outreach activities in collaboration with local and international partners.
